Integrating RE 2020 objectives from the design stage

A certificate of consideration of the energy and environmental performance requirements of the construction project must also be associated with the building permit. It demonstrates that the design has properly used the calculation methods introduced in the regulations (through the Bbio indicator) and that the building will present the expected performance levels in terms of energy and environmental performance, as well as health quality or thermal comfort (through the DH indicator). This certificate serves as a formal commitment on the part of the client that everything has been done to reduce the environmental impact of the construction of the building and its future operation.

In addition, the carbon impact of the project must be made available as soon as the Site Opening Declaration with proof of compliance with the carbon indicators (Ic construction and Ic energy). The environmental study of the project must therefore be known and mastered at the latest at the start of the construction site. Taking the environmental impact into account is therefore a riddle to be solved right from the design phase.

Doit également être associée au permis de construire une attestation de prise en compte des exigences de performance énergétique et environnementale du projet de construction. Elle démontre que la conception a bien employé les méthodes de calculs introduits dans la réglementation (au travers de l’indicateur Bbio) et que le bâtiment présentera les niveaux de performance attendus en termes de performance énergétique et environnementale, ainsi que de qualité sanitaire ou de confort thermique (au travers de l’indicateur DH). Cette attestation tient lieu d’engagement formel de la part du maître d’ouvrage que tout a été mis en œuvre pour réduire l’impact environnemental de la construction du bâtiment et de son exploitation à venir.

De plus, l’impact carbone du projet devra être mis à disposition dès la Déclaration d’Ouverture du Chantier avec la preuve du respect des indicateurs carbone (Ic construction et Ic énergie). L’étude environnementale du projet devra donc être connue et maitrisée au plus tard au démarrage du chantier. La prise en compte de l’impact environnemental est donc une énigme à résoudre dès la phase conception.
